Ok, that confirms its Web Edition.
What does Tools->License Setup have on it? Mine has nothing filled in, and a lot of fields that say 'Not found'. Eg., there is no license file setting.

On this licensing subject- do you think, the tool needs to be internet connected for license file validation? because this didnt happen

I'm not sure. Perhaps that has something to do with it, or perhaps 11.1sp2 is just buggy. Is 11.1sp1 still available on the Altera web site? If it is, try that version.
