Quartus II web edition licensing

About information for this installed Quartus is 'Quartus II 32- bit version 11.1 Build 259 01/25/2012 SJ Web Edition'. and 'Service pack installed :2"

just a note: Initially I installed this version in my WIn 7 (64 bit) but then I read that this version isnt supported by Win 7 64 bit yet, so now I have installed this to my XP machine (32 bit)- but again I am having other issues as I mentioned above.

On this licensing subject- do you think, the tool needs to be internet connected for license file validation? because this didnt happen, I am not able to connect using the proxy server- since I am not sure about the username /psswrd its asking ( I mean- which username /psswrd) Tools->Options->(General tab) Internet connectivity.
