It did not work and keeps sending this email *There is an issue in generating the license for this provided NIC/Host ID: D8EB97E9C22B

I have tried three times, I am going to attempt to download Quartus 8.1 web edition, which says it doesnt required a license, and hopefully it should be able to program my Cyclone II
