Quartus II 9.1 too many files in msgs folder

Just tried to install Quartus II 9.1 Web Edition on a FAT32 partition and got 0x52 error about file "F:\91\quartus\common\help\webhelp\mergedProjects\msgs\msgs\wddrtcl_must_be_same_clk_type.htm". ...

Why FAT32? I don't know, ask my boss. I don't know too many companies that let their employees decide things like this for themselves.
