Quartus Free 10.1 SP 1 fails device install

I have tried 10.1 SP1, 10.1, and 10.0.

All one way or another will not install devices on my windows XT, even in safe mode. Most hang.

When I run Quartus 10.1 SP1 after installation crashes, the quartus is there, but no devices.

It says "You must run the 10.1_devices_windows.exe which you can find at the download center.....maybe you can, but I cant :(

I have waisted a lot of time on this!

Anyone know how to solve, or how to get this exe?
