Quartus Error with Fitter in HPS Design

Hallo, im designing an Hps and fpga design on the Arrow SOCkit from Altera. In Quartus I have loaned the Hps uart pins to the fpga. I have also assigned the pins B25 and C25 in the pin planner. But when I run the fitter I get an error that the pins are not connected to the top level entity.can anyone help me to go about this? Thank you.
