Change your DNS (to 8.8.8.8 and 8.8.4.4) on router page and the networking center in windows etc...
That worked for me. Some dns are not up to date with the change in the download link change from altera to intel.

The download is working on another PC which uses the same router. Its just not working on this laptop including in a VM session.

It suddenly started working in the VM session now after giving trouble all morning.
