Quartus Device File Installation Failure

I have been trying to install the web edition of Quartus for several days now. I tried the version that downloads the files from the installer, and I've tried the version where you manually download that installer. In both cases, it installs Quartus ok, but fails when it gets to the device files. I get an error that says installation of maxii.qda exited abnormally and a status code of 2.

Does anyone know how to get around this? Going to Programs->Altera->Modify Quartus does not work either.
