quartus_cpf can't read key file

I'm trying to running the quartus_cpf executable to run a conversion on a .cof file from the Quartus 14.0.0 bin64 folder. When used the command quartus_cpf -c <path_to_file>.cof it gives me the errors:

"Error (213051): File <path_to_encryption_key_file>.key does not contain key KEY1"

"Error (213051): File <path_to_encryption_key_file>.key does not contain key KEY2"

The key files specified in the .cof work fine in the cpf GUI and if I run the same command from Quartus 13.1.0 bin64 folder it works fine.

I'm assuming the conversion results from 13.1 will be the same as 14.0, but I'm using 14.0 to do the compiles right now, so it would be nice to use that for conversions as well.

Anyone have any ideas here?
