quartus_cdt help

I am attempting write a shell script to automatically generate some ".jic" files from sof files. I do however have a need to do a "Post-device bitstream pad bytes" setting of "1" (from the "Advanced" settings in the Convert Programming Files GUI). There doesn't seem to be any xml tag for this in the .cof file that the gui builds. Where is this setting called? Is it a function of the ".map" file rather than the ".cof" file? Is it a command line argument to "quartus_cdf.exe" ?
