Quartus cannot detect ByteBluster

I installed Quartus 16.1. In Device Manager I see Altera USB-Blaster - driver is OK no warnings. When I open a project and a Programmer - the Programmer see No Hardware.

What should I do?

    I've noticed similar behaviour in some newer releases of Quartus. One or more of: re-connecting USB-Blaster; re-starting Quartus; re-booting machine - seems to be the only way to clear it.

    If I run the application as administrator I see the device.
