Quartus 9.1 installation problem on W10

Hello, I am trying to install Quartus 9.1 service pack2 we edition on W10. Getting this error: http://www.alteraforum.com/forum/attachment.php?attachmentid=12084&stc=1 How can I solve it...

If the user has an older device, like a cyclone or flex 10k, then they have no choice this is the latest version to support the old devices.

Migrating to a newer version is not always possible.
