Quartus 21.3 -> Quartus 22.1 + patches

Hi, I am cooperating with a Polish company named "Codilime". They have a Quartus license, but they need to have Quartus 22.1 (the one we are using in our development). Right now they need to install patches 0.04, 0.02, and 0.23 for their development of HPS. How they can get it? They try for several days, (approx 3 weeks) to get it up and running and it is impossible. They are rising tickets and asking for approvals with no success. This issue is crucial for our release to customers in ww52.5. Can you please provide them with support?
