Quartus 18.1 and 19.1 unable to program stratix 10 L-tile

Thanks for the link, it looks similar to the problem I'm having. Is this specific to projects with transceivers? I'm having the problem even if I don't have a transceiver implemented.

How do I actually power up the 3.0V rails? The link isn't very descriptive, nor is the manual linked there (https://www.intel.com/content/www/us/en/programmable/documentation/lod1484643014646.html#ici1484644390828)
