Quartus 14.1 on WS2003 R2/x64

Hi

I am trying to run Quartus II 14.1 on Windows Server 2003 R2 for x64.

Every attempt to run it fails with message "C:\bin\altera\14.1\quartus\bin64\quartus.exe is not a valid Win32 application".

Is there a problem with my installation or it works (that it, does not work) as intended?

I know that Quartus 14.x is not officially supported on Windows versions older than Win7, but I was still hoping that it's just a formality.
