Quartus 13SP1 web license download fails

I'm running QuartusII 13SP1 for the CycloneII in Windows 8.1 (with a 4k screen). When I start Quartus I get an option box to get a license file. I select "Connect to the Altera License Center" ...

Yes, I am a hobbyist and do not have a company/university reference. And that is exactly the reaction I got from Altera support - we will not help you unless...

The Release Notes for 13SP1 do mention Windows 8 (for some sort of guard driver?) - otherwise I cannot find an explicit statement with what windows version the software was tested... (help)

I cannot switch to an older windows version (too many other things depend on it and I don't have a spare laptop).

I think I will switch to the newest Quartus and see what devices are supported and select one of those. That does mean my Cyclone II dev-board will be useless...
