Quartus 12252 Error

Hi everyone, I have cyclone v gt dev. kit from altera. I want to reconfigure the system controller, namely max v cpld. Altera supply all the design files about the max v on the board...

Yes, I've tried with both version of quartus.(13.0 and 13.1) Project created with 13.0.
