Hello Truong,

Please see my previous note on Aug 27th regarding command-line install. This applies directly to the problem you are seeing. I have personally verified this works for me on two of my boxes after getting the 1% stuck problem you describe.

Altera does acknoledge this problem and will hopefully get us a fix soon.
