It seems like you killed the main installer EXE, while leaving the background EXEs doing the actual installation running. This may be why you are getting the "Installer is already running". You should not try to run the different background processes on your own as you will miss important steps (like installing devices). I would suggest you delete all your files and start all over, this time waiting for the installer to finish. Don't worry about the progress indicator, and simply let it run for no less than one hour before giving up. Before killing it, go to the Task Manager and check if you have any other quartus_*.exe running. If you do, you should probably let it run a little longer. If the Installer GUI is running but no background executable is running, then you know something bad happened. If you do not have a good internet connection, consider also downloading the single-file, self-extracting installer, and use that instead (https://www.altera.com/download/dnl-index.jsp (https://www.altera.com/download/dnl-index.jsp) (See "Download Individual Components" section).
