Quartus® II Web Edition Design Software Version 13.0sp1 for Windows Still Free to Use?

Hi everyone,

I am looking into Quartus® II Web Edition Design Software Version 13.0sp1 for Windows for use by a group of students and recently revisited the download page linked below.

I noticed that the download page looks different from what I remember, so I would like to clarify two things:

(i) Is the Quartus® II Web Edition Design Software Version 13.0sp1 for Windows, available from the link above, still free to use? 

(ii) Does downloading the software require first-time users to create an account and provide the requested information on the page that appears after clicking the download button? If so, was this also the procedure in the past, or is it a recent change?

I apologise if these questions have been addressed before. I would appreciate any clarification, as I would like to confirm these details before asking the students to download and install the software.
