Qsys without nios II

please let me know that, can i implement an algorithm in Qsys without using Nios processor. means using only programmable logic[i.e. fpga area] while excluding the soft-core. Or should i go with quar...

Absolutely. You can use a state machine and program DMAs to manage data flow in the system.
