i just ran the command on a full compile:

Info: Command: quartus_sh --determine_smart_action s4gx_pcie

Info: Quartus(args): s4gx_pcie

Info: SMART_ACTION = DONE

is it only after the mapper that --determine_smart_action fails? can you try after a full compile to see if we are getting the same results?
