I discovered that in the latest versions of Quartus Prime Programmer this "trick" curiously works when the programmer refuses to work:
- Load the Quartus Prima Programmer
- Do "Auto Detect"
- Load the file you want to program with the "Change File" button
- Start programming
In one of my board I have 2 MAX PLD, but different family: one Max5 followed in the same daisy chain by a Max10, If I try to programm the two PLDs in the same operation this doesn't work with the last Quartus Prime Programmer.
Instead doing this operation in two different steps as indicated above and living the other PLD inactive, it works.
But I don't know why...

I'm not sure this KDB is directly related to your issue, but you may take a look at some of the workaround mentioned here:
Have you tried to program it on another PC with the same version of Quartus?

Hi Fakhrul,
please excuse the late feedback.
Enabling "Enable real-time ISP to allow background programming when available"
is fixing the problem but prolongs the flashing considerably.
Moving to another PC did not help!
