Hi @ll,
I've recently tried to flash a .POF file created for MAX10 (10M02SCU169C8G) using the
Programmer V21.1.1.850 which fails.
Using the Programmer Software V20.1.1.720 (and earlier V18.x.x)...

I'm not sure this KDB is directly related to your issue, but you may take a look at some of the workaround mentioned here:
Have you tried to program it on another PC with the same version of Quartus?

please excuse the late feedback.
Enabling "Enable real-time ISP to allow background programming when available"
is fixing the problem but prolongs the flashing considerably.
Moving to another PC did not help!
