Problem with programming

I have problem with programming. I assigned ports to pins, and connected Max II Micro Board with MAX II EPM2210F324C3N, but progemmer have not detected device.

I have Win 7 64, Quartus 9.0 Web Edition.

Someone have some idea what is wrong ..
