PLL Megawizard broken in Quartus 13.1?

I just noticed, that the PLL Megawizard does not start up in Quartus 13.1 any more, neither when creating a new component, nor when editing an existing one. The blue "Loading Megawizard" window short...

Well, yes and the hint from ilik seems to be an idea, too. It took me, or to be honest, i took my PC about 4 hours to uninstall two version of 13.1, one 10.1 and one other version of 13.1 for the SoC(?), which were installed in parallel.

Only at the very end, quartus 13.1 allowed me to install a blank version in the default directory and after that, everything went well. I didn´t change/install any other software like the c runtimes :/
