PLL Megawizard broken in Quartus 13.1?

Hi,

i installed Quartus several times but the error still occurs and still i am not able to instantiate a pll in either quartus nor qsys. I dont have the possibility to reinstall windows since the pc came from our it department. On my laptop everything works fine, but it has not the capacities to compile or simulate in a short time.

So i will also open a ticket and hopefully this bug will be fixed or at least recognized ;) Here is the error message i get in qsys:
