I did see a forum post that stated that altera no longer ships the bfm with Quartus version 11.0sp1 and higher.

Yes- I created my own BFM at the avalon interface. But it wasnt full featured and only covered what I handled.

Was there not a post here a few months ago that they were going to be re-instated with Quartus 12.0?

This is what I just got from our rep...
So it looks like the root port BFM and endpoint design example is not available for simulation in Quartus. According to Altera you need to use a third-party BFM for simulation. I'm not sure who the 3rd party would be in this case but I will look around. .... then they sent... Did a little more digging…..apparently the BFM was available in Q2 11.0 and due to “business concerns” (whatever that means) Altera stopped providing them in the latest version(s) of Quartus. Some good news though. You can apparently use the BFM generated by Q2 11.0 and modify it to work in later versions of Quartus. The following link: thread 33040 is to a forum post for your exact problem. The modification mentioned is actually for 11.0 à 11.0SP1 but it would still be interesting to see if this works for 12.0? If not there is a link to a company called Tarek and they apparently have BFMs you can use but unfortunately, at a cost. Let me know if this helps. .... I did go onto the Quartus Website asking for a download of Version 11.0.. but they sent me 11.0 sp1, I sent them a reply telling them my issue and why i wanted 11.0 not 11.0 sp1.. but i haven't received a reply yet. - Altera_Forum

Afaik, this is the same "business concern" that means you cannot download any of the old versions of Quartus off the Altera Website.
