NIOS installer thinks 10.0 is less than 9.1

Unbelievable but the NIOS installer for 9.1 does not know that 10.0 is larger than 9.1. See attachment.

Regardless of what the installer claims or not, it (probably) won't work or, even if it does, you're likely to find all sorts of issues along the way...

I would install 10.0 Nios II EDS tools with 10.0 QII and 9.1 EDS tools with 9.1 QII. Mixing and matching has never worked, and I haven't seen anything to indicate that it's magically gotten better in recent releases.
