need help getting Questa Sim license to work using Quartus v21.1.0.842 Lite Edition

Computer OS is Windows 10 Pro
What was tried:
1) logged into the self-service FPGA Questa license portal added a computer to the portal
2) downloaded the license
3) placed the license in c:\intelFPGA_lite\21.1\questa_fse
4) created an environmental variable named LM_LICENSE_FILE
5) pointed it to c:\intelFPGA_lite\21.1\questa_fse\LR-######_License.dat
where ###### is a random number.
6) pointedquartus II to use QuestaSim instead of Model Sim
We launched Quartus II, tested a sample project (failed to simulate), and still have a licensing issue.
Rebooted and still have a licensing issue.

    Thank you for your patience. Apologize for the inconvenience happen, there are some technical issues due to upgrading proses. Now the license generator issue has been resolved. Login to https://licensing.intel.com/ to get your license file and let us know how it goes.
