Nco ip license

I know that NCO IP is OPENCORE. Why is there a license error? The same result can be obtained by simply generating and compiling a multichannel example. https://alteraforum.com/forum/at...

I am not sure whether it is OpenCore, but altera website seems to indicate a need for license:
