Modelsim AE 10.1b needs a license

Hi , I have installed and un-installed twice Quartus 12.1 and Modelsim AE 10.1b , but my simulations don't run , when I invoke RTL simulation a Fatal License Error pops up : Unable to checkout license . Make sure your license file environment variables are set correctlyand then rum 'lmutil lmdiag' to diagnose . But Altera says on their website that from ver 8.1 and above you don't need a license to run Quartus or Modelsim .???

    Modelsim AE (Altera Edition) still requires a license. (It's a paid version)

    Modelsim ASE (Altera Starter Edition) no longer requires a license (FREE)
