Modelsim + QP17.1 + PLL not working in model

​Hello! I'm interested in some special modes of PLL operation thus I want to simulate different cases in Modelsim. However PLL just not working inside Modelsim Starter Edition 10.5b for Cyclone 10 LP. Test project attached to this post, just fix path and run sim.bat.I tried many advices: hold reset for a longer time, simulate hundreds of ms, set more precision with timescale 1ps/1fs and so on. Still out of luck.Is there any known bugs?

There are mistake in my code, line should be .inclk0(clock). But nevertheless, outputs still Z, PLL model not working at all. What I doing wrong?Updated code: https://pastebin.com/mEUZSk27
