Modelsim + QP17.1 + PLL not working in model

​Hello! I'm interested in some special modes of PLL operation thus I want to simulate different cases in Modelsim. However PLL just not working inside Modelsim Starter Edition 10.5b for Cyclone 10 LP...

There are mistake in my code, line should be .inclk0(clock). But nevertheless, outputs still Z, PLL model not working at all. What I doing wrong?
