You can usually download the design files from either Altera's site, or Terasic's site (they design some of the evaluation boards for Altera).
Is this the kit you have;

http://www.terasic.com.tw/cgi-bin/page/archive.pl?no=83 Click on the "Resources" tab on the Terasic page, create an account, and then download the files you need.
Note: annoyingly the GUIs for these kits want to link against a specific version of Quartus. This means that when you first get started, its a good idea to install the version of Quartus II that is described in the documentation for the board. Once you are familiar with how the board works, you can use a newer version of Quartus.
I do not have this kit, but I do recall making an example design for it ... see the zip file in this thread ...
