I'm still checking on the root cause of this. Meanwhile, can you try to use the latest version of Quartus lite? let's see the result;
Intel® Quartus® Prime Lite Edition Design Software Version 23.1

same Behavior - same Fault
UFM examine and Verify ok
CFM examine and Verify fail
