When i want to download the license file, is it important to download the license file with the development computer?

No. You can request and download the license file with _any_ computer.
But before requesting and downloading you need to create your account on
altera.com. Then you need to enter in the Self Service Licensing Center, where you must enter NIC ID of your _development_ computer.
After receiving of the license file just copy it to your development computer and set path to this file in Tools - License setup in Quartus.
