When i try to retrieve a license from internet i get the message "
[...] I can't find any product in the Self Service Licensing Center so i cant get the license from the altera licensing page. [...]
I tryied to contact the customer service, when i click on Submit issue i get "Your request cannot be completed, please try again in a few minutes.

The parts above are the same issue I'm having. I've never gotten the license file for my fresh out of the box Cyclone III board with Quartus software, because the darn self-licensing website is hopelessly confusing and the Customer Service page for submitting problems is broken.
