License of Partial Reconfiguration

Hello,

where I can get the license for the partial reconfiguration?

When I followed the design flow according the quartus handbook and compiled the project, the compiler shows the following error:

"The current license file does not support partial reconfiguration"

Does someone have a idea why this happens?
