I don't know to what extent the licenses are similar. There is no 90-day time limit on the partner license, that's a difference. You can read about the partner program here: https://www.altera.com/asap
Could you try to fill up host and nic id in the license file does it helps?

I kind of assumed that you could not enter NIC ID manually. However, I noticed that the correct NIC ID actually already appeared in the new license file, just not in the header where I expected to find it. It does appear in every feature line though, and I guess that is what is important.
The reason why I thought that the new license file did not work is that when I placed it in the same location as my old, about-to-expire, license file and pointed to it from the license setup within Quartus, it still showed the contents and expiry date of the old file.
When I moved away my old license file to another location, Quartus shows the content and expiry date of the new license file. Case closed, I guess, but it sure is a confusing procedure. Thank you for your help.
