JTAG server error 82 problem

When I start the programmer and click hardware setup->add hardware, the problem occurs:

Attempted to access JTAG server, internal error code 82 occurred.

I know many people have met the same problem before and I have tried their solutions, like turn off the firewall, turn off the the anti-virus software, re-install Quartus II, download the stand-alone programmer 12.0sp2, none of them works.

My OS is Windows XP 32bit, and I am using Quatus 13.0(32bit) web edition. Could anyone help? Thanks.
