I was able to download the "Quartus II Web Edition v12.0 Service Pack 2" by manually adding "akdlm/" to the url after "download.altera.com/".
So you cold try the following link (working for me):

Thanks a lot for your input, I will feedback to the Intel IT regarding the finding that you had make.
Will update here once those link are fix. For temporally, Karim can use this workaround.
