Implamentation of IRda in Altera DE2 Ciclone II in VHDL

We are trying to built an implementation of a IRda in the DE2 Ciclone II using VHDL, but it doesn't work.

We change the clock to the frequence of 38kHz, and sent the signal that should be detected by the receptor of IRda to turn on the ledr, but nothing happens.

Anyone could help us with the implementation?
