I need to start a support case for Altera Quartus 14.1, having problems installing it on RHEL 7.5, but I'm not finding a way to start a case from the support portal. Who can I contact for this?

Quartus 14.1 was initially supported for RedHat 5. Refer to link below for details on OS supported for 14.1

You can consider using the latest version of Quartus when you are using the latest OS (RedHat 7)
