Hello, Can someone explain me how to complete a project (Generate programing files for the CycloneII) withouty buying expensive software. I downloaded 2 free tools from Altera Website. ...

to clarify, this is not the expected behavior of Quartus, but some kind of bug (or maybe user error?)
