How to Add a 'Not Installed Device'

I am using Quartus II 9.1sp1. My target board is based on a Stratix EP1S25F device which is not installed by 9.1 Web version. When I launch the project wizard I see 'Not installed'. A message ...

Hi.

The message comes in from the wizard itself when I select the device.
