How do i change the default slew rate and current setting for a pin within the QSF file?

Use the Assignment Editor or Pin Planner, both accessible from the Assignments menu. To do this in the Pin Planner, you'll probably need to add additional columns for these assignments. Right-click in the All Pins list at the bottom to add the extra columns.
