Global Output Enable in Quartus for MAX 7000

Hello,

How would I use global output enable option for MAX 7000 cpld using quartus? I don't think quartus has that option for this family of devices the way it has it for other device families, but the global pins are available. I can't enable or disable that option under devices and pin options. The fitter in the compilation report tells me these options are set to 'off'. So I am wondering how those pins work.
