New ContributorI have an old Altera SOCKit Rev B, and I would like to get started learning about digital logic. What is the best way to get started? Should I use an older version of Quartus to match the dev board, or will the latest version work without much effort.

If that's the case, you can use the latest version of the Standard or Lite edition of Quartus (not Pro).
