You should be able to program that device via the flash programmer within Eclipse. You'll need to put a small Nios design together that includes an EPCS Serial Flash Controller. Once programmed into the FPGA you can use the Flash programmer for program a wider variety of serial flash parts.

Not quite as simple as using the .jic I'm afraid :(
